Job Description

Overview Air Reserve Technicians are full-time civilian employees who are also members of the Air Force Reserve unit in which they are employed. In addition to their civilian assignments, they are assigned to equivalent positions in the Reserve organization with a Reserve military rank or grade. Appointee’s civilian assignments will consist of the following duties. Primary purpose : as an Air Reserve Technician (ART) Officer, to serve as a standardization/evaluation officer responsible for standardization and evaluation of aircrew member ground and flight performance in assigned aircraft and management of the unit aircrew standardization/evaluation program in an AFRC Operations Group. Accomplishes a variety of administrative duties related to flight instruction, evaluation and mission accomplishment such as scheduling, operations management, combat mission planning, and training matters. Provides training to reservists in the accomplishment of tasks set forth herein. Duties Manages standardization and evaluation (Stan/Eval) program for assigned flying units. Manages the flight evaluation and ground testing programs. Schedules aircrew members and instructor aircrew members for standardization/evaluation examinations and evaluations to ensure aircrew members complete all ground requisites required for flight evaluations. Makes periodic and comprehensive assessment of unit Stan/Eval programs through review of performance indicators, productivity goals and accomplishments, deficiency reports, audit findings, Trends and analysis reports, etc. As required, flies as an instructor/evaluator. The flying activities mastered are dictated by war plans, enemy threats, classified intelligence gathering, and GMAJCOM requirements. Exercises supervisory personnel management responsibilities (less than 25% of the time). This is an ART Officer position located at 512 OPERATIONS GP with rank of LTCOL/O-5, AFSC: 011M3K. For questions concerning military eligibility contact the Air Force Reserve Qualification Center. EXPERIENCE : No specific length of experience required. Qualifications of Airplane/Helicopter Pilots or Flight Instructors in Air Force active duty and Reserve force relate to prerequisite training and flying hours rather than years of experience. GS-13 : Must have logged 2,000+ total pilot time or 1,300 hours Primary Flight Time or Instructor Pilot time. Must be instructor qualified in unit aircraft. Note on fighter jets and crediting hours is described in original text. Federal Time-In-Grade (TIG) for GS positions : Applicants must have served at least 52 weeks at the GS-12 grade level or higher within the Federal Civil Service to be considered for referral. TIG applies if currently in a GS position or held one within the previous 52 weeks. KSAs : Evaluation will consider knowledge, skills and abilities in the following areas: Rated aviator expertise as a pilot in assigned programs Ability to formulate/implement plans and policies for flying operations and unit training Knowledge of capabilities/limitations/techniques for unit aircraft employment Understanding of relationships among Air Force Reserve entities, MAJCOMs and Air Force for operational planning Ability to resolve complex issues and maintain good working relations Oral and written communication skills Ability to manage a small staff (if applicable) Other significant facts This is an ART officer position; incumbent must meet Air Force Reserve requirements and align work schedule with unit training assemblies. ART duties may constitute up to 30% non-ART duties. AFRC key management position; incumbent may formulate/determine/influence policies; mobility to other units/locations as directed by HQ AFRC; mobility agreement required.
