Job Summary

This position exists primarily to lead coordination among internal DEED divisions in support of the financial and administrative responsibilities shared among programs throughout the agency, including the Minnesota CareerForce system infrastructure. They will create an agency-wide, interdisciplinary structure and policies to ensure effective and efficient management of shared responsibilities. The position is responsible for ensuring compliance with all program-specific and other relevant laws and regulations; as well as with all DEED policies and procedures. The position is also responsible for leading the development and implementation of agency-wide policies and practices relating to financial and administrative responsibilities that are shared across many DEED divisions. This position will provide technical assistance to all DEED divisions regarding all facets of shared financial and administrative responsibilities.

This position is telework eligible. Staff are provided with the tools and equipment to be successful in a virtual work environment. Please note, the telework policy could change with notice based on business needs.

Qualifications

Minimum Qualifications

Three (3) years* of experience leading work across disciplines through collaboration with colleagues and stakeholders in accordance with rules and regulations.

*Bachelor's degree in accounting, business administration, grant management, financial management or other closely related field as determined by the agency may substitute one (1) year of experience; master's degree substitutes for eighteen (18) months of experience; PhD substitutes for twenty-four (24) months of experience

Applicants that meet the above minimum qualification will be further evaluated on the following:
  • Ability to analyze and interpret complex fiscal reports and records for adherence and conformance to federal laws, state statutes, and department policies.
  • Skills in budget and project management to provide fiscal and administrative support to the department. Communications skills to create reports, procedures, provide technical assistance, and make presentations.
  • Experience using Microsoft Office Suite products (Outlook, Word, Excel, Teams, PowerPoint, etc.) or similar software.
  • Human relations skills including ability to negotiate, collaborate, build and maintain positive working relationships with stakeholders.
  • Skill in organization to manage workload, competing priorities and still meet strict deadlines.
Preferred Qualifications
  • Experience in Statewide accounting systems (SWIFT and OBIEE) or similar software.
  • Experience of principles, methods and best practices associated with project management.
  • Knowledge of leases or contracts.
  • Knowledge of DEED's programs, including programs operated at partner CareerForce Centers.
  • Knowledge of state budget, federal funding, and procurement procedures.
